General Chairman’s Corner Dick Rankin

In our last Voices I highlighted the key issues that we were bringing to the House of Delegates (HOD) and the resolutions we were seeking. I am pleased to report that the HOD endorsed the recommendations of the Board without exception. This will result in some significant changes to the way we have been doing things, which I will detail below. The Board has worked diligently to draft, debate, and decide on these policy and/or procedure changes that we believe will improve the way we execute our programs and we were certainly pleased with the outcome. However, it concerns us that only 9 of the 37 PVS member clubs were present at the HOD to adopt the program changes we put forth and those 9 represented less than 25% of our swimming membership. Since we provided ample information prior to the HOD about the changes we will be making, I have told the Board that the small representation at the HOD is in fact an endorsement of our policies and programs and I will continue to believe that until you, the membership, convince me otherwise! You are fortunate that you have a Board committed to representing every last member of PVS and I am operating on the premise that as long as we keep the channels of communication open and information about what we are doing flowing (open covenants arrived openly), then we should not worry about this lack of participation.

Editor’s Note: The following comments are excerpts from Dick Rankin’s statement at the House of Delegates Meeting, May 17, 1998.

The state of the Corporation is healthy and strong; our membership, including seasonal members topped 6000 swimmers for the second year in a row and we still have the 6th largest membership among the 59 LSCs. I believe overall the LSC is functioning more every day like it should with the Board providing general policy guidance and the program implementers implementing. However, for a multitude of reasons we have over the past several years been operating in the red and the Board believes it is time to stop operating at a deficit and in fact for the next few years I recommend that we seek to generate a slight surplus to replenish our reserves. We will accomplish this through a more equitable distribution of your costs. At the same time we will redistribute competition generated income so as to increase club revenue and encourage more club participation in the competition program. Also, we will take advantage of our entrance onto the Information Superhighway (the PVS Webpage) to reduce our "information processing" costs while actually increasing access to and availability of PVS information (See House of Delegates Decisions below). Over the past several years our "means of communication" have been spread among several "voices" and it is now time to place responsibility and authority for our information network in the hands of one position with execution authority. Therefore, during the coming year we will be transforming the Administrative Vice Chairman into the PVS Information Czar. In fact, next year the Board will take a look at the total PVS committee structure in order to more accurately align our committees along functional lines. For example, the Safety Committee is currently under the Administrative Vice Chairman but is clearly operational in nature and should be responsible to the Operations Chairman. This will most likely require a change to the By Laws and approval by next year’s House of Delegates.

The House of Delegates adopted the following decisions which relate to the key policy directions that have been our cornerstone over the past 3 years: 1) improved communication; 2) empowerment of those responsible for execution of programs; 3) retention of all programs either improved or more cost effective; 4) assured competition opportunities for all swimmers; and 5) fiscal responsibility.

The HOD re-elected the following persons to their current Board of Directors positions for a 2nd 2-year term: Ward Foley (Age Group Vice Chairman); and Dave Scibetta (Strategic Planning). Kit Mathews (Administrative Vice Chairman) and Thirl Crudup (Operations) were elected to their initial terms on the Board of Directors. Mark Eldridge and Becca Peck were elected to a 2-year term on the Board of Review. Congratulations and Thank You to all of these volunteers!!

HOD nominated Manga Dalizu (FAST) and Mike Johnson (ATC) for the 2 Coaches Representative positions to the Board of Directors. Amanda Van Horn (OCCS) and Amanda Sovik (AAC) were nominated for the one open Athlete Representative to the Board. Elections for these positions will take place at this summer’s Age Group, Junior, and Senior Championship meets. All coaches are eligible to vote for the Coaches Reps and all swimmers 13 and over are eligible to vote for the Athlete Rep.

1998 PVS Long Course Zone Team Linda Crudup

Linda is the PVS Zone Team Manager.

Potomac Valley will be sending an All Star team to the 1998 Eastern Zone Long Course Championship Meet. This year’s meet will be August 5 – 8 at two outdoor sites in the Baltimore area and will be co-hosted by the two premier clubs in the area – North Baltimore Aquatic Club and Retriever Aquatic Club. Unlike the Spring Short Course Zone Meet which is limited to two swimmers from each LSC per event, all qualified swimmers in each event will be selected for the Long Course meet. The only stipulations are that each swimmer must apply, the entry times must be in long course meters and must have been achieved in a PVS/USS sanctioned approved meet. Each entry must indicate the meet and the date that the times were achieved. If the times are from a non-PVS meet, then you are responsible for providing official results along with the application. Each swimmer may enter a total of six individual events. The swimmers’ age for this meet will be as of the first day of the meet (August 5, 1998). An Open Water event is also being planned and we will pass along information when it becomes available.

Your clubs have a copy of the meet announcement which contains all meet details, including qualifying times and eligibility rules. You may also find the same information on the PVS web page (www.pvswim.org). Each participant will be required to pay a team fee of $70, which will go toward the cost of a team package (PVS swim suit, cap, T-shirt, and shorts) and event entry fees. Each swimmer will need to fill out an order form, which are available from your clubs; other PVS items can be purchased at your own expense. Again, unlike the Short Course Meet, the team comes together at the swimming venue. Manga Dalizu, FAST Head Coach, will be the PVS Head Coach for this meet and he will have a staff of several assistants to support him. Swimmers and parents must make their own transportation and hotel arrangements; all costs of lodging, transportation and food are borne by the swimmers/parents. Recommended accommodations are attached to the meet announcement; however, with the proximity of the meet venues to our area it would be quite feasible to make day trips. Or as in past years with all that Baltimore has to offer, you could build this into your vacation plans. Entries must be submitted by Clubs so you need to work through your PVS club if you want to participate. Applications, fees and outfitting forms must be received (from your club) by July 21, 1998. This is a great opportunity for PVS swimmers to compete against the best in your age group in the East. It is also a chance to meet, get to know, and develop friendships with swimmers from other Potomac Valley clubs. This is really the first and easiest step in that long process of becoming an elite swimmer but it does expose our swimmers to a highly competitive team environment without the high pressures that go along with the next levels, such as the Short Course Zone Meet or Junior Championship Meet. In other words, it provides our swimmers with an opportunity to swim fast for a team but still have fun outside the pool. The coaching staff will apply some pressures on the swimmers who make it back for finals and/or are selected for a relay team in terms of getting rest and staying focused. By the way for those qualified it is an excellent opportunity for parents to get in some officiating outside the LSC so please support that aspect of the PVS team, if you can.

PVS Equipment Management Contract Thirl Crudup

Thirl is the PVS Operations Committee Chairman.

With the changes in our competition program approved at the HOD it is essential to the success of our new way of running competition to review the LSC’s electronic timing equipment management program. This review process will encompass the areas of distribution, maintenance, service, storage, set up, take down, and equipment rental policies.

Our Operations Support Committee Chairman, Don Smith, has crafted a solicitation for seeking bids from interested contractors to manage PVS meet equipment in terms of a comprehensive service program. A possible option to be bid upon will be for delivery and pickup of meet equipment at an added fee. Don expects to put this solicitation out for bid and award a contract this summer with an effective start date of September 1, 1998.

Looking at the way meets are currently conducted and the way meets will be run in the future, the demand on PVS meet equipment will become increasingly greater. It is critical to the effective running of swim meets and the accuracy of swim results that PVS has well maintained and available-on-demand meet equipment. That is the goal of this summer’s effort to restructure, if possible, the way we are currently running the business of equipment support. It is possible that our current independent contractor will be able to meet our goals, but if you know of a company or independent contractor that might be interested in bidding on this opportunity, then I strongly recommend a call to Don Smith (703) 548-1563 or myself (301) 249-1803.

The next issue of Potomac Valley Voices will be coming out toward the end of August. That will be a very important issue for everyone because Dave Scibetta will outline the major plans we have for enhancing the webpage over the short- and mid-term period; we expect the web to be our communications lifeblood from this point forward. Secondly, there are some new procedures for registering USS members that will take effect this next year. All USS members will have to personally register next year and in the process provide some data for statistical analysis. Mary Ann Henderson, our Registrar, will explain the new process and the "why" in our next issue. Finally, Bob Fout, our Treasurer, will review our new investment strategy. This information should be interesting and important to all PVS members. Coaches and Athlete Representatives election results should also be available by the next issue and who knows what other liittle tidbits we might have for you. Don’t forget to check for supplemental articles that may be placed on our webpage from time-to-time as information we think useful and timely becomes available.
