Two 25-yard courses will be used during the 11 & Over
Prelims session and the 10 & Under Timed Finals session. One 25-yard course will be used for 11 &
Over Finals. Athletes should consider
this when selecting events. Warm-up / warm-down lanes will be available
in a separate pool throughout the meet.
Eligibility: Open to all
registered Potomac Valley Swimming athletes from invited teams. Teams desiring invitations should contact
the Meet Director at niels@makoswimming.org.
However, please note that while we want as many PVS teams to participate
in this meet as possible, space is very limited, as the meet establishes
relatively short timelines for each session.
Swimmers shall compete at the age attained on Saturday, December 4, 2004.
IMPORTANT: Swimmers who attain a new age group between December 4th
and December 9th may compete as “exhibition” in any event where
their time: (1) is faster than the Blizzard Invitational "No Faster Than"
standard for their current age group; AND ALSO (2) is slower than the Tom Dolan
Invitational “No Slower Than” standard for their new age group. These exhibition swims will prevent swimmers
from potentially being excluded from both the Blizzard and Dolan meets.
Athletes with disabilities are welcome to participate, and
are asked to provide advance notice of desired accommodations to the Meet
Director. The athlete (or the athlete’s coach) is also responsible for notifying
the session referee of any disability prior to the competition.
Rules: Current
USA Swimming rules shall govern the meet.
All individual events will be governed by “No Faster Than”
(NFT) time standards. These NFT time
standards are equivalent to the individual event qualification time standards
maintained at the Tom Dolan Invitational Meet (December 9-12, 2004). A swimmer can only enter individual events
in which his/her official USA Swimming time is not faster than the posted NFT
time standard.
Swimmers may only participate is their own age group events.
Swimmers may enter a maximum of 6 individual events during
the entire meet and no more than 3 individual events per day.
It may be necessary to limit entries in certain events due
to time constraints.
Entries will be accepted on a first-come, first-serve basis beginning Monday, November 22, 2004. Once each session’s intended duration is met, entries will no longer be accepted.
Individual Events:
All 10 & Under events are timed finals.
All 11 & Over events are trials and finals except for
relays which are timed finals.
All 11 & Over finals will include a
"Consolation" final heat and a "Championship" final
heat. The "Championship"
final heat swims first.
Positive check-in is required for all 200-yard events.
Relay Events:
Positive check-in is required for all relays.
All relays are pre-seeded and are swum slowest to fastest.
There is no limit on the number of relay entries per
club.
Swimmers cannot exceed the NFT cut time – as established by
their individual 100 yard or meter time – for their specific leg of a relay.
Awards: Medals will
be awarded for 1st through 8th place for individual
events and 1st through 3rd place for relay events. Individual high point awards will be
presented to the first place boy and girl in each age group.
Time Trials: No time trials will be held at this meet.
PVS Positive
Check-in Policy:
For those events requiring positive check-in, athletes (or
coaches for relay events) shall designate their intention to swim the event on
the forms provided at the scratch table. Athletes who have not checked-in prior
to the specified time will be scratched from the event. Athletes who have
checked-in, have been seeded, and fail to swim the event will be barred from
their next scheduled individual event, unless excused by the Referee.
PVS
"Scratch" Policy:
If you do not wish to swim in the Final, you may
"Scratch" from the event by following the proper procedure:

The coach/swimmer
must fill out and sign a PVS Finals Scratch Slip within 30 minutes of the
announcement of qualifiers for "A" finals or "B" finals, if
scheduled.
§
The coach/swimmer may
declare an intent to "scratch." The coach/swimmer must fill out and
sign a PVS Finals Scratch Slip within 30 minutes of the announcement of
qualifiers, marking the appropriate space for "intent." This intent
to scratch must be confirmed on the PVS Finals Scratch Slip within 30 minutes
after the conclusion of the swimmer’s last preliminary event of the day or he/she
will be automatically scratched.

If a swimmer fails to
properly scratch from an event and does not appear for the Final event, he/she
"shall be barred from further competition for the remainder of the
meet", unless excused by the Referee.
Scoring: Team
scores will not be posted, however, individual scores (through 16th
place) will be maintained and posted, with individual high-point awards
presented at the conclusion of the meet.
Warm-Up: The prescribed
Potomac Valley Swimming warm-up procedures and safety policies will be
followed. The meet director may
determine the structure of the warm-up, including times and lane assignments.
Supervision: Coaches
are responsible for the conduct of their swimmers and families, as well as
maintaining clean team areas. Only
athletes, USA Swimming certified coaches, and deck officials are permitted on
the pool deck. Coaches & deck
officials are required to display their valid 2004 USA Swimming
credentials. Parents not working the
meet as a deck official, timer, or other meet position are not permitted on
deck.
Admission: There is no
admission charge. Meet programs will be made available for a nominal charge.
Officials: All certified
officials wishing to volunteer to work this meet should contact Dick Griffith
(V: 703-620-8880 after 7:00 PM; E-mail: fcgfdg@msn.com) no later than Tuesday,
November 23rd. Please include your
club affiliation, certifications held, and sessions you wish to work. Those
officials who learn of their availability subsequent to November 23rd are
encouraged to contact Dick Griffith as soon as possible.
Certified officials who have not previously volunteered should contact the
referee upon arrival to make their services available. A comprehensive
officials briefing will precede each session during warm-up.
Seating: Due to the
limited pool deck space, only officials, USA swimming registered coaches and
swimmers will be permitted on the pool deck.
Penalties: Any
club or individual that enters an unregistered athlete, falsifies an entry in any
way, or permits an unregistered swimmer to represent them, will be fined by PVS
the sum of $100.00 and no further entries will be accepted from that club until
the said fine has been paid.

Entry Deadline:
The entry deadline is 5:00 PM, Tuesday, November 30, 2004.
Other Registration Details:
Late/deck
entries may be permitted at the Meet Director’s discretion.
Entries
directly from individual team members will not be accepted.
Entries
by phone or fax entries will not be accepted.
Entries
that are incomplete, submitted on incorrect forms, or lacking the phone number
of a responsible team official will not be accepted.
Entry Times: Only
short course times are applicable in determining NFT qualification.
Fees: Fees
for individual events are $5.00; relays $10.00.
Checks: Each
participating team is requested to remit one check to cover the entry fee for
the entire team.
Please make checks payable to the “Mason Makos”. Please do not send cash.
Entry fees are due with each team’s entries.
Unpaid fees will be reported to the PVS Administration Office at the
conclusion of the meet. No further
entries will be accepted from teams for future meets until entry fees are paid
in full.
